Everything before this page is an invitation. This page is where the invitations stop. Markets and subsidies reward the willing; standards and obligations conscript the rest, and at gigatonne scale the rest is most of the economy. No voluntary market has ever built an industry the size of oil and gas. Rules have.

These levers make removals non-optional.

  • Performance standards write climate arithmetic into products themselves: carbon-intensity limits for materials, fuels and buildings that force every producer, not just the virtuous ones, to cut or to remove.
  • Compliance mandates attach duties to actors: purchase obligations, take-back rules that make a fossil supplier responsible for its carbon the way a bottler is responsible for its bottles, and removal quotas for sectors that will still be emitting in 2050 no matter what we do.
  • Targets and guidance define the destination in law: net-zero statutes, explicit removal targets, and, most underrated of all, legal definitions of “residual emissions” that decide how much of the job removal is actually allowed to do.

Obligations are the strongest lever in this book and the easiest to get wrong. Set them before supply exists and you manufacture non-compliance; set them too late and you have merely decorated the status quo. The craft is the ratchet: start at a level the market can meet, bind the escalation into law so it survives elections, and let every obligated tonne pull the supply chain up behind it. Mandates do not create industries overnight. They create certainty, and certainty creates industries.
