Carbon removal has a peculiar vulnerability: the product cannot be inspected. A buyer of steel can weigh it. A buyer of a removed tonne buys an absence, verified by strangers, stored somewhere they will never visit, for longer than any institution they know has existed. Every euro that flows into this industry flows across a bridge of trust, and bridges of trust collapse in a single news cycle. The voluntary carbon market has already run this experiment for us: years of growth, one wave of investigations into worthless credits, and demand fell off a cliff. Integrity is not the ethics annex of carbon removal policy. It is load-bearing infrastructure.
The levers in this category build that infrastructure.
- Accounting and certification define what a tonne is: MRV protocols, certification frameworks, legal status for credits, public registries and labels that make one tonne distinguishable from a rumour of one.
- Liability and safeguards decide who answers when reality misbehaves: storage liability frameworks, the like-for-like principle, buffer pools, insurance, financial assurance, and the community engagement requirements without which projects lose their social licence, the only permit that cannot be issued by a ministry.
- Disclosure and ratings let outsiders see in: reporting rules, green-claims guidance and independent ratings that price quality instead of averaging it away.
The temptation is to treat integrity as friction, a tax on speed. The truth runs the other way. Every credible rule lowers the risk premium on the entire asset class. In a market built on trust, rigour is not the brake. It is the accelerator.
