Overview

Training and reskilling programmes help people gain or adapt occupational skills as industries change. Governments and employers often use them during economic restructuring, when some jobs disappear or change and other sectors need workers. Courses, apprenticeships and supervised work can help people move into new roles while retaining the value of experience they have already built. For CDR, this could mean supporting fossil-energy workers moving into carbon capture or storage, engineers applying process and equipment expertise to removal plants, or people from nature-based carbon-offset projects adapting land-management and monitoring skills to removal activities. Providers should assess each worker's existing skills and teach the additional tasks required, with longer routes for new entrants. The purpose is to reduce the risk of unemployment and loss of useful skills while giving CDR employers access to competent staff. Training places should follow credible hiring opportunities.

Key Considerations

Sponsors should compare the skills of workers facing job changes with the tasks and vacancies employers expect to need. Skills can transfer without transferring unchanged. A petroleum engineer may need additional knowledge of CO₂ behaviour and storage monitoring; someone experienced in forest-offset projects may need training in measuring additional carbon accumulation and applying a different certification method. Providers should recognise relevant prior learning, then choose conversion courses, apprenticeships or full qualifications according to the remaining gap. Practical assessment should establish competence. Programmes need enough instructors, equipment and supervised placements, and their timing should allow workers to move into the expected jobs. Stipends, flexible schedules and travel or caring support can make retraining possible for people who cannot afford a period without earnings.

Opportunities

Reskilling can help workers remain employed as their industry contracts or their occupation changes, while retaining technical and practical knowledge that would otherwise be lost. CDR employers can recruit experienced staff after targeted additional training, shortening vacancies in project design, construction, operation or measurement. Apprenticeships also give new entrants a route into these occupations. Training in equipment, safety and monitoring can improve operating practice and reduce mistakes. Where new jobs are available nearby, accessible programmes can help communities retain workers and share in the benefits of removal deployment. The relevant outcome is a successful move into suitable work, including its pay and prospects for progression.

Risks

Expected CDR jobs may arrive after existing jobs have ended, leaving workers with an income gap even if they complete training. Courses may also prepare people for projects that are delayed or for techniques employers no longer use. A new job can involve lower pay, insecure contracts or relocation, so qualification alone does not establish a successful transition. Too few instructors or placements can leave essential skills untaught despite high enrolment. Funding cuts can prevent course completion and deter employers from offering placements. Sponsors should check hiring dates and job conditions, and provide realistic advice and support before workers commit time or give up existing employment.

Monitoring and Evaluation

Programme sponsors should compare completion and assessed competence with participants' employment, retention and progression six to twelve months later. For workers changing industries, evaluation should also examine time without work, changes in pay and whether they could use their previous skills. Results should be broken down by occupation and participant group to reveal who gains access to the jobs. Employer vacancy duration and remaining skills gaps show whether training serves actual needs. Sponsors should use these findings to revise course content, support and cohort sizes, including pausing recruitment where expected jobs have not materialised.

Stakeholder Engagement

Employers should identify the tasks and expected vacancies that training must serve and commit suitable placements. Vocational and higher-education providers translate those needs into teaching and practical assessment, with professional bodies advising on recognised qualifications. Worker representatives and communities facing industrial job losses should identify barriers such as lost income, travel and caring responsibilities. Sponsors decide how to fund those needs, while independent assessors check competence in roles where mistakes could compromise safety or removal measurement.

Public authorities can commission vocational provision through their education and employment powers, while employers and colleges can run workplace and classroom programmes. International and supranational organisations can organise shared courses and teaching materials within their training mandates. Regional and municipal education bodies can provide local courses and apprenticeships. Foundations can establish and oversee training programmes through contracted providers. Professional recognition remains with the competent qualification bodies; commissioning a programme must include responsibility for its delivery, rather than funding alone.

Implementation Strategies

  • Programme sponsors should identify workers facing job changes or redundancy, assess their existing skills and compare these with credible hiring plans in CDR. Employers should specify the tasks and expected start dates. These findings should determine the occupations, additional training and number of places funded.

  • Educators and employers should design learning and practical assessment together, using recognised qualifications where possible. Short conversion modules and longer entry routes should teach the equipment, measurement and safety tasks participants will perform at work.

  • Employers should commit supervised placements or apprenticeships before large cohorts are recruited. Agreements should specify the tasks, supervision, pay and any public wage support, with contingency arrangements if the expected project or placement is delayed.

  • Sponsors should offer career advice and appropriate income, travel or caring support so eligible workers can participate. Recruitment should reach communities affected by industrial job losses and explain both the jobs expected and the uncertainties around them.

  • Providers should follow competence, employment and retention after completion and ask employers whether skill shortages have eased. Sponsors should use the findings to revise content and cohort sizes, and pause recruitment when the expected jobs do not materialise.

Case Studies

European Net-Zero Industry Academies

The European Commission's Net-Zero Industry Academies model connects industry-designed training with local education providers. Employers help define the skills needed, academies prepare learning materials and credentials, and existing providers teach the courses. Common credentials are intended to help workers use their qualifications when changing jobs or moving between countries. The Commission's March 2024 account reported that the Battery Academy, launched in February 2022 and subsequently renamed the InnoEnergy Skills Institute, had trained more than 67,000 learners. The figure records participation in delivered training; subsequent job starts and retention require separate evaluation. A CDR application could use the same organisation to recognise transferable skills and provide the additional learning needed for removal-related jobs.

IEAGHG's 2025 International CCS Summer School

The IEA Greenhouse Gas R&D Programme, known as IEAGHG, is an international research collaboration on greenhouse-gas mitigation technologies. Its 2025 International CCS Summer School in Regina, Canada, brought together fifty early-career professionals from thirty-one countries. The five-day programme combined forty expert lectures on capture, transport and storage with direct-air-capture, policy and engagement sessions. Participants visited the Boundary Dam capture plant and received a briefing at the Aquistore geological-storage project. They also worked in six teams to recommend solutions to aspects of Norway's Longship carbon capture, transport and storage programme, bringing technical, financial and policy questions together in a practical exercise. This combination lets participants connect classroom concepts with equipment and operating choices, then practise applying the knowledge with colleagues from other disciplines. The course draws on CCS expertise relevant to parts of CDR. The documented output is delivered teaching and practical exercises; subsequent competence and employment outcomes would require further assessment.
