By prolonging uncertainty on corporate climate claims, a lack of agreement would also negatively impact the scale-up of the European carbon dioxide removal (CDR) sector in the short term, given its strong reliance on purchases from the voluntary carbon market (VCM).

The UK has driven forward promising policies on CDR to date, and these announcements set the tone for how momentum might be sustained over the next few years. Carbon Gap will soon publish recommendations for future CDR policymaking in the UK, and we will be closely analysing the implications of further for CDR over the coming weeks.

We call on the European Commission to ensure that marine CDR — including engineered approaches — is a research priority in the next Framework Programme for R&I (FP10) and the upcoming Ocean Research & Innovation Strategy; allocate dedicated funding for early-stage mCDR RD&I under the forthcoming Multiannual Financial Framework (MFF) and ensure the development of transparent, science-based certification and MRV systems that support both nature-based and engineered marine solutions.
