In our latest consultation response on the Governance of the Energy Union and Climate Action, we set out how permanent carbon dioxide removal (CDR) should be integrated into climate planning and reporting.
We responded to both the call for evidence and the public consultation. In response to the call for evidence, Carbon Gap's key recommendations are:
Integrate permanent carbon removals into national climate planning
- Member States should include clear deployment pathways, infrastructure planning, and investment strategies for permanent removals in their NECPs.
Ensure transparency in the components of "net" climate targets
- Separate emissions reductions, land sinks, and permanent removals in reporting; clarity is essential for credibility.
Link carbon removal deployment to residual emissions pathways
- Countries should quantify expected residual emissions and align CDR strategies accordingly.
Strengthen governance, monitoring, and investment frameworks for carbon removals
- Develop national strategies, improve monitoring, and ensure alignment with EU certification, infrastructure, and funding systems.
