02 October | Target Practice: How much carbon removal for the EU?

How much should EU and Member States contribute to global carbon removal efforts? Join the conversation and decide for yourself

Carbon Gap|15 September 2025

Join us as we present the Coordination Allocations of Removal Efforts (CARE) Calculator, an interactive webtool which sheds light on the carbon dioxide removal (CDR) ambition gap and the lack of cooperation in countries’ planning for CDR deployment. We use the Calculator results to create a conversation on CDR targets setting and the available criteria for allocating removal efforts. To highlight the main learning of the research:

  • Countries are currently not cooperating sufficiently to define their ambition on CDR, but rather planning in isolation. This situation threatens the achievement of the Paris Agreement goals
  • Using the calculator, the estimated CDR needs, defined using climate pathways that account for the the remaining global carbon budget, are consistently higher than what is outlined in EU and national climate strategies. In particular, Germany, Spain, Italy, France, Poland could need to make large contributions of removals.
  • Certain settings in the CARE Calculator are more impactful on the final estimated CDR volumes than others. For example, the coverage of participating countries has a strong influence.
  • Countries are currently not ready to meet the CDR needs estimated by the CARE Calculator from the political or operational perspective.
